Mr. Bieber has been a practicing attorney for 29 years, the past 25 years of which have been in the field of public finance law. While his principal practice area emphasis is in disclosure and federal and state securities law issues, he has routinely served as bond counsel, underwriter's counsel, disclosure counsel and/or issuer's counsel in connection with a wide variety of capital improvement financing and refinancing transactions, including general obligation, limited tax general obligation, utility revenue, airport revenue, special revenue, sales and use tax revenue, tax anticipation, tax increment, special assessment, lease and lease/purchase, private activity (qualified small issue, exempt facility, single and multi-family housing and qualified 501(c)(3)) and structured financings. Such transactions have utilized fixed, variable and multi-modal financing structures, as well as various forms of credit enhancements.
Mr. Bieber's clients have included many forms of governmental entities in Colorado, as well as elsewhere in the Rocky Mountain region and throughout the United States. He has also counseled Colorado local governments with respect to election and other matters such as TABOR and continuing disclosure and other securities law requirements under Securities and Exchange Commission Rule 15c2-12 and other federal and state securities laws, and has worked with several Colorado local government entities in connection with distressed financings and related workouts. Mr. Bieber has participated in the TABOR Technical Review Committee meetings of the Colorado Municipal League, and has addressed various groups regarding public finance matters.
In addition to public finance, Mr. Bieber's legal practice has included general business law, corporate finance, including both public and privately placed debt and equity offerings, structured finance and asset securitizations.
