Ms. Becker's 35 years of continuous legal practice have been concentrated in the areas of tax-exempt financing and local government law. Ms. Becker has considerable legislative drafting experience having worked for the Minnesota Revisor of Statues office during the 1973-1974 legislative term. As a volunteer, she was the primary drafter of the current Colorado Private Activity Bond Allocations Act (and two related predecessor acts).

Ms. Becker has served on a number of committees including the State of Colorado Nonrated Public Securities Standards Committee (Governor appointed) created in September 1991, the Long Range Facility Planning Committee of Cherry Creek School District, Colorado from May 1988 through May 1995 (served on the District "Five Year Facility Plan" subcommittee leading to bond election and served with the Superintendent of Schools as parent co-chair of 60-member steering committee advocating passage of bond election question); the Leadership Denver Association (alumna of Denver Chamber of Commerce Leadership Denver Program - 1980), and the State of Colorado Private Activity Bond Allocations Committee (appointed by the Governor).

In addition to her many publications, Ms. Becker was the editor of the Association for Governmental Leasing & Finance's "Fifty State Survey - Governmental Leasing" in April 1996, April 1998 and April 2000. She has also been a speaker at programs sponsored by the Colorado Municipal League, the Colorado Association of School Boards, the Association for Governmental Leasing & Finance, Colorado Counties, Inc., the Colorado Government Finance Officers Association, the City and County of Denver, Colorado, the University of Southern California, School of Public Administration, the Colorado County Attorneys' Association, the Colorado Women's Bar Association, the Colorado County Administrators Association, the Colorado Economic Developers Association, the Denver Women's Bond Club, the National Sheriffs Association, the National Association of Bond Lawyers ("NABL") (Chair of "Tax-Exempt Lease Purchase Panel" September 2005 and 2006) and the Northwest Center for Professional Education.
