With 20 years' experience in all facets of public finance, Dirk Bedarff has served as bond, underwriter's and bank's counsel, with a particular emphasis on traditional governmental issues. Specifically, his focus includes general obligation financings, state revolving fund financings, utility and other revenue-backed financings and lease financings. 

For the Commonwealth of Kentucky, he regularly advises agencies and departments as well as cities, counties, school districts and other special districts throughout the Commonwealth.

Mr. Bedarff is a frequent speaker at municipal workshops and conferences sponsored by the Kentucky League of Cities, the Governor's Office for Local Development (formerly the Department of Local Government), and the Kentucky City/County Manager's Association.  

REPRESENTATIVE TRANSACTIONS

  • Bond Counsel for Kentucky Infrastructure Authority, 1990 to present; he has also drafted various pieces of legislation adopted by the General Assembly of the Commonwealth of Kentucky relating to the Authority's various financing programs 
  • Bond Counsel for City of Newport, Kentucky.  Experience for the City includes structuring of the parking facility financing in connection with the Newport on the Levee development 
  • Bond Counsel for the Owensboro-Daviess County Regional Water Resource Agency since its establishment
  • Underwriter's counsel for $201,425,000 City of Owensboro, Kentucky Health System Revenue Bonds, 2001 Series (Owensboro Mercy Health System, Inc.), a structure utilizing auction rate securities
