Overview

Since the founding of Peck Shaffer in 1889, our attorneys have built a proud tradition of national leadership in public finance law.  Over the years, Peck Shaffer has cultivated the experience, knowledge and creativity to guide our clients, which include hundreds of municipalities, counties, school districts and higher educational institutions, townships, special districts, cultural and development authorities, private developers and underwriters, in issuing bonds and other debt instruments.  The capital improvements financed with the proceeds of this debt include traditional governmental projects, such as roads, sewers, water systems, schools, administrative facilities, health care facilities, stadiums and public housing, facilities for nonprofit organizations, such as hospitals, university facilities, nursing homes and other housing for senior citizens, and "exempt facilities" for industrial and commercial users, such as factories, waste recovery plants and port facilities.

Our Philosophy.   Peck Shaffer strives to provide extraordinary public finance counsel.  Peck Shaffer is dedicated to understanding the aspirations and needs of each of our clients and acting as their advocate.  Since the vast majority of our services are not based on hourly charges, we are well suited to take the necessary time to better understand organizational and operational perspectives of our clients.  Peck Shaffer values professional expertise.  Our legal advice extends beyond a mere recitation of the law.  Legislative intent is an important factor in our analysis, and we will craft our advice based on such institutional knowledge and our experience.  Our idea of exceptional counsel goes beyond our written opinions to include business acumen and a drive to tackle complex public finance issues, while making our rationale understandable.  These characteristics are common to Peck Shaffer's services whether we are serving as bond counsel, underwriter's counsel, construction counsel or in any number of other capacities.
