Peck, Shaffer & Williams LLP is a national leader in public finance law. We have been serving as bond counsel since 1889, making Peck Shaffer one of the country’s very first bond counsel practices. Today, we are comprised of 47 attorneys devoted exclusively to public finance, one of the largest bond counsel practices in the country. This “boutique” practice provides our clients with a level of expertise that cannot be found in more traditional full-service law firms with limited bond departments.
In recent years, Peck Shaffer has been engaged in financings in nearly all 50 states. We have strong, long-term relationships with governmental issuers, and have worked with virtually every major investment banking firm and financial institution, as well as many of the financial advisory firms in the country. According to data compiled by Thomson Reuters and The Bond Buyer, Peck Shaffer has for many years ranked among the top 20 law firms nationally in terms of dollar amount of municipal bond financings approved annually.
Our experience ranges across the entire breadth of public finance, and we have helped hundreds of municipalities, states, school districts, universities, nonprofit institutions and others build roads, sewers, schools, airports, stadiums, hospitals, convention facilities, public housing and other economic development engines.
We are widely known for our housing expertise; Peck Shaffer's experience in multifamily housing finance dates back to when such financing was initiated in the 1960s and 1970s. Peck Shaffer developed and executed those initial programs in concert with the Internal Revenue Service and U.S. Department of Housing and Urban Development. The firm actively participated in legislative hearings regarding the Section 8 program, and wrote the original Section 8 financing regulations. We have provided innovative solutions to clients engaged in public housing, senior housing and student housing.
We believe our tax expertise deserves specific mention. Over the past two decades, the federal income tax implications of public finance have become so extensive that nearly every financing requires the attention of attorneys intimately familiar with those laws. Peck Shaffer's Tax Department is unmatched in depth and experience. Four partners, two associates and two financial analysts are dedicated to providing support to the primary transaction attorneys and ongoing advice and counsel to our clients. Our attorneys carefully review the borrowers' financing plans, specific use of those borrowed dollars, and interim investment of proceeds, areas that represent potential pitfalls for borrowers. Our expertise in the area of federal tax law has allowed us to advise clients of financing techniques that can significantly lower financing costs. Very few firms offer this service.
Peck Shaffer’s offices are located in Atlanta, Ga., Chicago, Ill., Cincinnati and Columbus, Ohio, Covington, Ky., and Denver, Colo.
